This position is located within the UNODC Country Office for Nigeria (CONIG) of the United Nations Office on Drugs and Crime (UNODC) in Abuja, Nigeria. The incumbent will work under the overall guidance of the UNODC Regional Representative for West and Central Africa and the direct supervision of the Law Enforcement Expert/Adviser (Head, Organized Crime, Illicit Trafficking and Terrorism), both positions based in Dakar, Senegal. Administratively, the staff member will report to the UNODC Representative, CONIG.  In undertaking his/her tasks, the incumbent will work as head of the project “Support to ECOWAS Regional Action Plan on illicit drug trafficking, organized crime
related to it and drug abuse in West Africa”. In this regard, s/he will work on a daily basis with the Drug Unit of the Commission of the Economic Community of West African States (ECOWAS).

Responsibilities



The Programme Coordinator will perform the following duties:

• On a daily basis, work with officials of the ECOWAS Drug Unit in order to build the Unit’s capacity in terms of monitoring and follow-up of large-scale technical assistance initiatives;
• With leadership from ECOWAS, contribute to the preparation of the project’s consolidated work plans and other Project Steering and Coordination Committee’s (PSCC) documentation required for its meetings, such as progress reports, follow-up documents on previous PSCC decisions, etc.;
• When required, provide advice to the ECOWAS Drug Unit with regard to project/programme development, monitoring and evaluation;
• In coordination with other UNDOC project team members, plan, organize, coordinate, implement and evaluate project activities aimed at building the capacity of West African States in the areas of counter-narcotics, drug abuse prevention and drug treatment;
• Review and validate all strategic and operational reports to be drafted within the framework of the project, i.e. detailed work plans, UNODC project progress reports and other macro-level reports, project revisions and amendments, budget revisions and amendments, etc.;
• Coordinate, participate and carry out, in coordination with ECOWAS, periodic assessments of the project performance; organize and/or participate in tripartite reviews and evaluations of the project;
• Organize and prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies, summary reports, manuals, tool kits, guides, etc.;
• Advise and explain to Governments, civil society organizations, UN agencies, their officials and representatives and the public in general UNODC's mandate, programme of work, policies and strategies, technical cooperation programmes in West and Central Africa;
• Participate in the recruitment of personnel for the project by coordinating/conducting panel interviews, evaluating candidates' applications and qualifications, drafting/finalizing substantive recommendations and reports, terms of reference/job descriptions, etc.;
• As required, supervise other professional and support staff members, mentor and guide consultants, interns and Associate Experts in their work.
• Perform other duties as required.

Education



Advanced university degree (Master’s degree or equivalent) in international relations, law, social sciences, political science or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.



Work Experience



A minimum of seven years of professional, progressively responsible experience in drug control activities, law enforcement, crime prevention, international relations or a related area, is required. Work experience in managing technical cooperation programmes/projects as well as project management systems, is highly desirable. Experience in the United Nations or similar international organization and relevant experience in a field environment id highly desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations.



Languages



English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language is an advantage.



Assessment Method



Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.



Special Notice



Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds. Staff members are subject to the authority of the Secretary- General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
