Background
Working under the overall supervision of the UNODC Country Representative in Nigeria, the incumbent will work closely with Country Programme Team, the Vienna based research team, the UNODC Representative in Nigeria, and the Afghan Opiate Trade Programme Manager (Vienna) during the assignment. She/he will also liaise with other UNODC offices and programme managers in Africa.
Duties and Responsibilities
• Conduct background research (field interviews) on level of heroin trafficking coming to Nigeria from Afghanistan via Eastern Africa or directly and further trafficking from Nigeria to Europe, US, China and other directions.
• Conduct a research on level of heroin addiction and its impact on public health in Nigeria
• Collect data on drug trafficking, drug consumption in Nigeria and neighbor countries
• Collect data and information on law enforcement and borders
• Prepare regular updates about task completed or delivered
• Advise Country Programme Developer, Nigerian colleagues including Afghan Opiate Trade Programme Manager (Vienna) on the needs of Nigeria related to law enforcement and borders, criminal justice and public health.
• Establish links and liaise with key stakeholders and relevant counterparts (policy-makers, media, law enforcement agencies, NGOs, international partners, others as relevant
. Methodology
Completion of the research and generating deliverables will require the National Research Consultant to work with the Nigeria team and Afghan Opiate Trade Programme (Vienna). The Crime and Drugs Research Consultant will perform the tasks given in interaction with concerned ministries and agencies and international partners.
The incumbent will be working home based in Lagos. Therefore She/he needs to provide her/his own internet, computer and other required equipments (such as digital camera, telephone etc).
. Planning and Implementation Arrangements
The National Research Consultant will be working from home in coordination with the Country Programme Developer, the Representative and Afghan Opiate Programme (Vienna). The Afghan Opiate Trade Programme manager will support and guide the work of the Crime and Drugs Research Consultant in coordination with the Representative.
The National Research Consultant will have documents approved by the Representative and Afghan Opiate Trade Programme manager prior to release.

Required Skills and Experience
Education & Experience:
• Advanced university degree in Social or Political Science, Economics, Public Administration plus minimum 10 years of proven research experience in Nigeria in the field of counter narcotics, hands-on experience in data collection and research.
• Doctorate degree in same fields with minimum 5years experience
• A University degree in these areas with relevant combination of training and experience may be accepted in lieu of M.Sc/Ph.D
Language: Fluency in any UN (preferably English) and national language of the duty station.
