Background
The role of Team Leader is to serve as the focal point for the Millennium Villages Project at the Cluster Program level for the Millennium Villages Management Team (MVMT). Within this context, the Team Leader will be responsible to ensure that all project related program and financial management activities are in accordance with approved annual work plans, budgets and procurement plans.
Duties and Responsibilities
The Team Leader/ Cluster Manager will be responsible for:
1. Organizational Development. Coordination of project planning, the completion of work plans, budgets, procurement plans and reports for the Millennium Villages Project; organize the recruitment, selection, hiring and orientation of a core group of national project personnel working closely with the Science Coordinator in the hiring and training and orientation of the sectoral specialists; develop program policy and procedures concerning personnel, financial management vehicles and inventory; organize staff development activities.
2. Program Management: In coordination with Science Coordinator, provide strategic oversight and direction in the development and completion of annual work plans, budgets, procurement plans, monthly and quarterly program and financial reports for submission to the Millennium Villages Management Team for review and approval. The Team Leader has final approval authority on work plans, budgets, and other documentation. The Team Leader will also ensure close coordination with the Earth Institute (EI) Columbia University staff and Millennium Development Goals (MDG) Centre staff whose role is to support the scientific and technical dimension of the implementation of the MVs as well as the UNDP Country office in Nigeria.
3. Financial Management: Approve project expenses, working the local administrators and submit them to the appropriate UNDP office for approval and further processing. Ensure proper organization and utilization of finance policy and procedures and financial management information system; develop program budgets and cash-flow projections as required; assist in completion of monthly financial reports, internal and external audits and evaluations.
4. Representation. Represents the MVP on matters at the local level in the country, including liaising with partner institutions, the community groups; government officials at the local and district, provincial and national levels; local NGO’s, and universities. The Team Leader can assign individuals of MV team for specific representation to meeting or activities that are more relevant to their specialty.
5. Partnership Development. Build strategic partnerships at national level with governmental and nongovernmental organizations as well as private to advance the MVP project’s strategic agenda.
6. New Program Development. Assist the Science Coordinator in the preparation of needs assessments, concept papers and proposals aimed at mobilizing resources for current and future project interventions; develop and maintain contacts, in coordination with the Team Leader, with prospective institutional partners.
7. Liaison with UNDP. Serves as focal point for reporting and communication to UNDP Country Office including quarterly reporting on MV activities at Programme meetings. Works in close collaboration with other Country Office Programmes especially those on local governance and local development.
8. Public Relations. Interact with members of the press and other visitors to assure that messages of the village project are clearly represented

Required Skills and Experience
Minimum Qualifications:
• Demonstrated ability to successfully conduct research and manage projects in remote rural location with minimum supervision.
• Must have quality research and data management experience.
• Excellent writing, interpersonal, computer and communication skills.
• Must be able to function independently and to exercise discretion and judgment in sensitive and potentially controversial matters.
• Must have excellent organizational skills, be a team player and detail-oriented.
• Strong analytical skills, with financial analysis skills a definite advantage
Education and Experience:
1. Masters degree in public administration, business administration, international development, economics or related field;
2. At least five (5) years of international development and/or operational experience in Africa, preferably in Western Africa
3. Significant experience working with development agencies and local government leaders on economic development activities with excellent understanding of sustainable development.
4. Excellent project management skills including monitoring and evaluation
5. Previous experience in MDG related activities is an added advantage
