Following the success of our making markets works for the poor MMW4P project, VSO has secured funding from a strategic donor to implement a new 5 year global project-increasing market Access for the Poor (IMA4P).
Roles Overview:
VSO is seeking dynamic, experienced, and competent people to fill the following vacancies:
1. PROJECT MANAGER: To manage and co-ordinate project activities, monitor and report on progress against targets, ensure programme learning and responsiveness and liaise with stakeholders. The position manages the development, implementation and successful delivery to VSO's high visibility IMA4P project embedded within country programmes: supports programme teams and partnerships to maximize VSO's impact in reducing poverty through contributing towards systemic change in key markets. The post holder will report to the Regional Director and will be located preferably in Abuja, Nigeria or possibly Accra, Ghana (with some international travel to project locations in Nigeria, Cambodia, Malawi and Tanzania) S/he will also have line management responsibility for one programme staff and liaise closely with other project staff based in the four project countries. This is a two year fixed term contract with possibility for renewal.
2. PROJECT M&E LEARNING AND KNOWLEDGE MANAGEMENT OFFICER: To develop a robust and effective monitoring and evaluating system for the IMA4P project, that enables learning to drive improvements in both the project and programmes driven by it: to work collaboratively with teams across VSO to ensure that project 'knowledge' is shared across the project, within VSO and externally to support development and implementation of new participatory market systems development (PMSD) programmes as part of country and regional strategies: In particular to liaise with regional global M&E teams and country teams initially in Cambodia, Nigeria, Malawi and Tanzania and later up to 11 other countries in Asia and Africa to establish IMA4P project objectives and quality measures for PMSD programmes in line with VSO Theory of change, produce annual impact reports for PMSD programmes across VSO and act as key point of contact for the external evaluator throughout the project timeframe. The post holder will reports to the project manager and will be located preferably in Abuja, Nigeria or possibly Accra, Ghana (with international travel to project locations initially in Nigeria, Cambodia, Malawi and Tanzania): S/he will also liaise closely with other project staff based in the four project countries as well as key teams throughout VSO. This is a two year fixed term contract with possibility for renewal.
Ideal Applicants Summary:
1. You are dynamic project management expert with experience in leading a dispersed and multidisciplinary team on delivery of results as well as managing significant grants income to fully achieve project goals. You will possess an understanding of the importance of markets to disadvantaged people, and of pro-poor market development and will lead others to pursue significant or innovative funding opportunities, find creative and effective ways to allocate funds and people on complex projects. You will have interested at a country, regional or global capacity in supporting and enabling others to meet project goals and have demonstrated your leadership in project implementation. You also have experience in ensuring donor reporting requirements including financial reports are met.
2. You are a dynamic M&E and knowledge management expert with experience of direct work in the value chain development/participatory market systems development (VCD/PMSD) arena in developing countries, supporting evaluation and learning within programmes at all levels. You will have experience of project cycles including planning, review and evaluation of community-based development work as well as experience of developing and monitoring progress against log frames and/or theories of change for large development projects.
