Job description Asset Integrity - Sr Project Engineer


Job Objective/ Purpose of Job:

Reporting to the Asset Integrity manager, responsible for providing project engineering input to manage integrity on all company's assets.
The Integrity Assurance Process applies to all assets associated with the production of hydrocarbons from the wells up to the point of sale, for onshore and offshore operations. This includes processing facilities, pipelines, structures, wells, subsea, FPSO, FSO and infrastructures where Client has operational control. It covers the lifecycle of the assets, from concept to production.
At execute phase, we 'establish’ integrity, through Projects in defining specs and standards, design and assurance reviews, deployment of competences and technical authorities, rigorous MoC, audits/inspections/ITPs. Establishment of safety critical elements (SCE’s) and performance standards, verification of SCE’s vs performance standards as part of operation hand-over, development of ‘operate’ phase HSE case.
At operate phase, we ‘maintain’ integrity established at ‘execute’ phase through implementation of maintenance strategy based on RAM (reliability availability matrix), FMECA, etc, management of deviations against performance standards ,continuous update of DFO (documents for operation including as-builds), competence and technical authorities, rigorous MoC, continuous update/implementation of ‘operate’ phase HSE case.
Job Duties/ Responsibilities/ Accountabilities:

Develop a framework and carry out all tasks needed to manage asset integrity on all APDNL assets on time, within budget and with due regard to HSES and quality, including:

Contribute to developing and updating risk-based integrity assurance plans (5 year rolling plan with emphasis on active year) for Asset clusters. These plans include corporate assurance activities (e.g. health check, group audits) and local requirements (e.g. third-party verification, classification activities for FPSOs)
Contribute to assessment of key risks (loss of life, loss of containment, environmental damage, loss of production value) and mitigation for each Asset cluster as part of safety case update and Maintenance/Operations planning.
Participate in reviews, FSAs (HAZOP, HAZID, SAFOP, FIREPRAN, etc). Participate in Project organised constructability reviews for offshore installation and hook up.
Asset focal point/Gate keeper for verifying asset integrity ‘established’ by Projects at execute phase and at handover: closeout of deviation/change register, closeout of actions from design/assurance reviews and FSA’s, verification that operation safety case and ‘documents for operation’ in place, of the right quality and comprehensive, verification of SCEs against performance standards Ensure systems (of monitoring and alert) are in place for managing deviation of SCEs against performance standards
Manage a portfolio of Asset integrity projects. Oversee costing, identify and raise Approval-For-Expenditure requests (AFE’s), and monitor the same
Support the use of the technical tools of Reliability Opportunity Identification, Failure Analysis, Root Cause Analysis, Reliability Centred Maintenance (RCM), Reliability Availability Maintainability modelling and Life Cycle Cost Analysis
Review existing Project Management procedures to identify adequacy for related projects, amend where required and seek internal approval of all changes. In particular establish, monitor and maintain up to date HSES and Quality Plans.
Establish and maintain a project risk register and develop mitigation plans for all major identified risks.
Participate in Project completion, commissioning and handover planning and execution, with particular focus on addressing punch lists from each phase.
Liaise closely with Production department on all aspects of the offshore execution including Permits to Work, shutdowns, and work coordination to ensure that the Project is completed and formally handed over on schedule.
Provide input to Integrated Technical Work Programmes and annual budgets as part of the annual business cycle.
Provide monthly reports in accordance with departmental reporting requirements.
Prepare close out and “lessons learnt” report for Projects.
Key Performance Indicators/ Performance Goals (Preliminary – to be agreed):

No fatalities, Zero LTI’s.
Accurate and timely monthly reporting on status, cost and schedule (both actuals and forecast).
All contract tendering and awards in place in accordance with Project schedule.
Full project delivery in accordance with agreed overall schedule and budget, and to level of quality as required by Company standards.
Both NAPIMS and AFE approvals secured ahead of making commitments including any revisions.
Project close-out report to be issued no later than 3 months after start-up.
Formally close-out all contracts within 6 months of Project start-up.
Requirements Asset Integrity - Sr Project Engineer

Minimum of a University 2nd Class Honours degree in an engineering or relevant technical discipline.
Membership of a relevant Professional Institution preferred but not essential.
Minimum of 10 years experience in project, engineering and construction management, in the offshore upstream oil and gas industry.
Have experience working on sub-sea and FPSO-related engineering projects, as well as fixed platform projects, preferred.
Have worked in multidiscipline teams of diverse cultural backgrounds.
Computer literate (including sound working knowledge of Word, Excel, PowerPoint and MS Project).
Ability to deliver quality projects safely with due regard to the environment, on time and within budget.
Strong understanding of Asset integrity management. Project Management systems and the application thereof.
Sound understanding of the relevant engineering codes and standards.
Ability to manage project interfaces both internally and externally with contractors and authorities.
Sound understanding of HSES Management systems and the application thereof.
Excellent presentation skills with the ability to articulate complex information into well structured and meaningful management reports and presentations.
Fluent spoken and written English.
