Ecowas recruiting SUPERVISOR: DIRECTOR, ADMINISTRATION AND FINANCE

The West African Health Organisation (WAHO) is the specialised health institution of The Economic Community of West African States (ECOWAS). Its mandate is to provide the highest possible health standard for the citizens of ECOWAS Member States.

As part of its efforts to fulfill this mandate, the WAHO seeks to recruit qualified, capable and result oriented individuals into the positions of: Administrative Officer at its Headquarters in Bobo Dioulasso, Burkina Faso.


DEPARTMENT: ADMINISTRATION AND FINANCE

GRADE: P4

SALARY SCALE: USD 69,835.83 - USD 79,494.75

SUPERVISOR: DIRECTOR, ADMINISTRATION AND FINANCE

REFERENCE: WAHO-47

DURATION: PERMANENT POST WITH A ONE YEAR PROBATION PERIOD

CLOSING DATE: 23-08-2010



Reporting directly to the Director of Administration and Finance, the Administrative Officer is responsible for the organisation and management of General Administrative Support Services within WAHO.


DUTIES AND RESPONSIBILITIES

THE INCUMBENT WILL


Ensure the smooth operation of ongoing administrative functions including work environment, space, equipment and information retrieval systems;

Assist in Identifying the operational needs and develop and support the Implementation of the organisation Annual Procurement plan;

Be responsible for physical space planning and maintenance of office equipment and infrastructures;

Assist in handling important missions and events such as high level visits, Assembly of Health Ministers, and staff retreat;

Coordinate internal meetings and ensure minutes of these meetings are recorded and filed;

Manage the flow of information by screening and prioritizing all incoming correspondence, ensure that outgoing information are dispatch in a timely manner and independently handling a wide range of information requests and inquiries;

Provide input into the Department budget/work programme , and monitor unit budget and programme of work;

Monitoring accounts and payment to vendors and individual contractors for services;

Coordinate shipments/freights, customs clearances and the preparation of all related required documentation;

Provide information to staff regarding office administrative procedures, processes and practices;

Provide support in managing work flow of the activities of the front desk;

Provide support in all activities related to travel;

Manage WAHO vehicle fleet, including scheduling; servicing activities and records; and

Coordinate security at WAHO and ensure the safeguard of lives and properties.


QUALIFICATIONS/EXPERIENCE/SKILLS

A Bachelor’s degree or equivalent in Social Sciences, Business from a recognised University and a post graduate degree in Management/Administration with:
At least 7 years of progressively responsible experience in administration. Experience with a regional or international organization is desirable.

Ability to apply knowledge of various administrative, financial and human resources policies, regulations and procedures in work situations.

Demonstrated excellent communication skills (oral and written).

Demonstrated leadership ability.

Demonstrated ability to work within a multinational environment and with a diverse range of people and organisations at the national, regional and global levels.

Strong organizational skills with the ability to prioritize work load, set and meet deadlines, handle multiple tasks simultaneously and attend to details.

Ability to use a wide range of office automation equipment. Knowledge of computer packages is essential.

Demonstrated knowledge in logistics management.

Demonstrated knowledge in protocol procedures.


AGE
Candidates must not be fifty (50) years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.


LANGUAGES
English, French and Portuguese are the official working languages of ECOWAS. For the post advertised, fluency (oral and written) in two of the three languages is required.
