Position: Lead Safety Engineer


Job Description

The Lead Safety Engineer will be expected to lead several safety activities on highly safety critical and mission critical engineering systems.

Responsibilities

Lead the preparation and delivery of Hazard Analysis Documentation, Hazard Logs, Safety Case Reports and Assurance Reports.
Lead identification of potential hazard risk mitigation alternatives and the expected effectiveness of each alternative or method in proving that the risk is ALARP (As Low As Reasonably Practicable).
Assisting in the implementation and oversight of safety aspects on an integrated management system.
Lead the setup of databases for tracking and managing Hazard Logs, HAZOP and Hazardous Materials (HAZMAT) using engineering software/tools.
Lead the development of solutions and implements corrective actions by using advanced statistical tools in identifying and resolving the root causes of the variations in the process.
Oversees Safety Risk Change Management and determine how design changes made to products will affect the user.
Leading the development of Safety Risk procedures and strategies for Company’s clients to maintain and improve facility safety performance
Lead the design/development and implementation of safety into new and existing processes and process systems.
Lead Safety Risk Assessments on client facilities
Leading the implementation of HSE and compliance strategies, policies, procedures and processes on client’s facilities
Serves as the in-house HSE advisor promoting and ensuring company HSE culture and driving continuous HSE performance improvements
Support client design engineers to design products that will be safe and work well with the human operator and maintainer.
Lead the implementation of contractual requirements and regulatory mandates attributed to safety of design.
Provides training for operators and maintenance personnel.
Oversees the integrity of facilities’ fire & gas detection and prevention systems and deluge & equipment protection systems.
Participate in technical societies and technical groups; represent the company on industry committees or specialized groups at the national/regional/global level.
Research and interpret standards, codes and regulations and provide reports as required.
Leads safety plan development and implementation, hazard identification, risk management, incident investigation, causal analysis, report review, and performance assessments.
Sets effective safety benchmarks/indicators, conducts periodical audits and ensure compliances with regulatory requirements and standards for client facilities.
Lead root cause investigations for process safety incidents.
Provide technical safety engineering expertise to meet standard industry practice (e.g. API Standards & Guidelines).
Provide periodical support to Engineering and Operating teams on safety risk control issues.

Requirements

Strong understanding of Safety in Design principles and Plant and Equipment risk management legislative requirements.
Ability to model consequence scenarios, such as vapor cloud dispersions, fires and explosions
Proficient in interpretation and application of safety standards including but not limited to; API standards, IEC-61508, IEC 61511, ISO 26262, MIL-STD-882E, DO-278/ED 109, ISO-14001 and OHSAS 18001
3+ years of professional experience in comparable role(s) or role(s) requiring similar responsibilities preferably in an oil/gas facility and/or similar high risk environment
Good understanding of the key activities involved in operation of oil and gas facilities within both onshore and offshore environments (including gas plants, NGL, chemicals, refineries, pipelines, terminals, wells and infield flow and trunk lines) such that candidate has an excellent appreciation of the client requirements and is able to fully articulate how Company can meet these needs
Some experience working with Human Factors Standards that support designing for usability and operational safety would be beneficial
Working knowledge of Safety analysis techniques including Goal Structured Notation, SWIFT, Safety Instrumented System design, Hazard and Operability Studies (HAZOP), Fault Tree analysis (FTA), Event Tree Analysis (ETA), Layer of Protection Analysis (LOPA), Safety Integrity Level (SIL) and Failure Modes & Effects Analysis (FMEA), & Failure Modes Effects and Criticality Analysis (FMECA).
Working knowledge of safety engineering software tools such as DOORS, CORE, RAM Commander and Windchill software suites.
Proficiency in Microsoft Office programs especially Microsoft Excel and PowerPoint.
Excellent communication and presentation skills, both verbal and written, along with the ability to influence and demonstrate confidence in communications with senior level management.
Qualifications

An Engineering Degree with relevant experience as a system safety professional.
A specialization in System Safety and/or Safety Risk Assessment would be highly beneficial.
Advanced Degree or professional certification is advantage.
