Background
CONSULTANT-CONSULTATION AND OUTREACH ASSESSMENT AND STARTEGY DEVELOPMENT
The United Nations Office on Drugs and Crime (UNODC) is implementing a European Union funded project entitled, “Response to Drugs and Related Organized Crime in Nigeria.” In collaboration with the National Drug Law Enforcement Agency (NDLEA) and other agencies, the project is supporting Nigeria’s efforts to fight illicit drug production, trafficking and use, and to curb related organised crime. The project is using a balanced approach to drug control, with an equal focus on drug interdiction and drug demand reduction, including drug prevention, treatment and care.
The manner in which policy makers, journalists, health professionals and academics perceive issues of drug use, as well as drug prevention, treatment and care in Nigeria has a significantly influential effect on drug users and clients of drug treatment facilities. . It follows that the more empathetic and informed these actors are when dealing with such matters, the more balanced and considered the subsequent support framework for such affected persons, along with drug prevention, treatment and care services. The manner and medium through which appropriate information is provided is also of paramount importance to ensure that the message reaches its target audience and is easily comprehensible.
One of the key deliverables of this project is to provide support for creative, culturally acceptable high-impact advocacy, outreach and campaigns nationwide to increase the response to drug related crime in Nigeria.
Duties and Responsibilities
Under the supervision of the Project Coordinator of the project (Response to Drugs and Related Organized Crime in Nigeria) and in direct collaboration with the Project Communications Officer and the local project counterparts, the consultant will perform the following duties:
Prepare an inception report which outlines a clear work plan and methodology to be used in the execution of the entire consultancy;
Through a combination of field-based and home-based activities, conduct a mapping of existing with specific information on priority areas, objectives, results to date, funders, implementing agency, and durationAssess key stakeholders information and communication needs on drugs and related organized crime. Assess the effectiveness of the current advocacy and outreach campaigns and produce a report including the mapping of existent strategies and the effectiveness of same;
Based on the assessment results, dThe strategy should identify key priority activities to be considered, geographical location of the activities, and potential partners for collaboration and their roles in implementing the activities;
On completion of the assessment, facilitate a workshop to present findings of the assessment and the delivery of the consultation and outreach strategy to stakeholders (4 days, including 1 day preparation and 1 day for mission report).
Expected outputs:
An inception report outlining clearly the work plan and methodology of the assessment and design of strategy;
A comprehensive assessment report presenting detailed mapping and analysis of existing consultation, advocacy, outreach and campaign activities, a description of priority areas for intervention, and an action plan for conducting the activities;
A consultation and outreach strategy document in relation to drug prevention treatment and care in Nigeria;
Comprehensive final consultancy report including the report of the two-day workshop, as well as relevant recommendations for the implementation and sustainability of the strategy. Present findings of the assessment to stakeholders and the delivery of the consultation and outreach strategy to stakeholders.
Further, both UNODC and the consultant fully and unconditionally subscribe to the following principles for ethical research:
The consultant will ensure that stakeholders are shielded from needless risk of harm or embarrassment and proceed with their willing and informed cooperation;
The consultant should maintain objectivity and exercise professional integrity in the conduct of the assessment and all related activities.
UNODC retains the proprietary rights to any information collected or produced from the consultancy.
Competencies
Functional Competencies:
Familiarity with communications approaches for planning, executing, and monitoring communications strategies;
Excellent analytical and communication skills;
Ability to multi-task whilst work independently, and deliver quality outputs;
Keen understanding of relevant socio-political contexts;
Good reporting and presentation skills;
Strong written and oral communication skills;
Excellent knowledge of the social, political and economic situation of Nigeria;
Ability to work in a multi-cultural environment;

Required Skills and Experience
Education:
A master’s degree in development studies, communications, social sciences, or a related field.
Experience:
At least seven years of relevant professional experience in development communication, media relations, public relations, advocacy, and public information, preferably in an international organization;
Experience in conducting communications needs assessments and preparing consultation, advocacy and campaign strategies and action plans;
Strong advocacy skills, with knowledge and experience in facilitating multi-stakeholder dialogues with communities, NGOs, policy makers, and other stakeholders.
A thorough knowledge of international development at the international level is an asset;
Substantive and linguistic quality of all documents prepared;
Timeliness of submission of all outputs/deliverables;
Acceptance of the required outputs by UNODC.
Language:
Fluency in English, with a working knowledge of some major Nigerian languages is an advantage.
