Chief Procurement Officer – Contiss 13
JOB DESCRIPTION
Under the general direction of the Director General/Chief Executive Officer:
(i) Ensuring due process in the procurement of goods and services and the award of all contracts in the Ministry/Departments/Agency to which they are deployed (due process here refers to open and competitive tendering system which indudes, but not limited to, open advertisement of proposals for supplies/contractors where appropriate, submission and open evaluation of bills, etc.);
(Ii) Maintenance of a register of suppliers/contractors for the Ministry/Department/Agency and the payment of appropriate fees for tendering purposes;
(iii) Maintenance of a periodically up-dated price database as may be provided by the Central Procurement Agency for Public sector Procurement and contract awards;
(iv) Superintending strict adherence to all extant regulations and procedures on procurement and contract awards, and
(v) Liaisen with the Budget Monitoring and Price Intelligence Unit (BMPlU) of the Presidency, or any other Organisation/Agency on matters relating to contract awards.
Academic Qualifications :
Applicants should possess a minimum of an Honours Degree, from a reputable University in any of the follOWing disciplines: Economics, Accountancy, Statistics, Business Administration, Quantity Surveying, Law, Purchasing and Supplies. Possession of a post graduate degree and membership of relevant professional bodies will be an added advantage.
EXPERIENCE
Applicants must have a minimum of 10 years post-qualification experience in related fields in either the Public, or Private Sectors of the economy.
CONDITION OF SERVICE
The post is permanent and pensionable, but new entrants into the service will be on two years probationary period before confirmation of appointment. Other conditions of service are as obtained in institutions operating the Consolidated Tertiary Institutions salary Structure (CONTISS) and the approved Staff Conditions of service of the National Library Board.
