STATE PROGRAMME MANAGER
The State Partnership for Accountability, Responsiveness and Capability (SPARC) is the main governance programme of the Department for International Development (DFID) in Nigeria. SPARC commenced in 2008 and runs through until 2015. Its overall purpose is to enhance the efficiency and effectiveness of selected state level governments’ use of public resources, and it focuses on public financial management, public service management, policy and strategy and monitoring and evaluation.
We are looking for an experienced programme manager to lead our programme in Lagos state, Nigeria.
Specifically, the functions include:
o Effective programme management:
o Delivery of state programme outputs and outcomes, including overall responsibility for the activity logs and the delivery of the agreed budget.
o Collation of information needed for measuring performance against the state log frame (e.g., state annual budgets, accounts and ‘Measures of Political Commitment’)
o Managing the resident state team and technical assistance provided to the state, including conducting regular state team meetings and Technical Stream Lead (TSL) meetings.
o Facilitation and coordination of activities - including ensuring that required meetings and workshops are arranged.
o Effective Relationship Management, including:
o State Government (including preparation for and facilitation of State Annual Review), State Level Programme (SLPs), OFID State Representatives.
o Effective Office Operations and Management, including:
o Ensuring that SPARC technical and finance/admin staff provide timely, effective and efficient support to TSLs and other consultants.
o Security management including the conduct of regular security meetings and reporting this to the National Finance and Administration Manager.
• Effective Reporting, including:
o Budget and expenditure reporting, including timesheets.
o Communications/reporting .information flows, including direct oversight of the Management Information System (SIM) and the SPARC Fountain.
Experience and Qualifications Required
1. Master’s degree in Public Administration, Social Sciences or another related relevant field
2. Technical expertise and at least 8 years experience in public financial management, public sector or policy and strategy development.
3. Knowledge of various key development sectors and competence in collating, analyzing and disseminating a broad range of technical information
4. Excellent interpersonal skills and ability to relate high level politicians and technocrats.
