SENIOR TECHNICAL ADVISOR
BASIC DUTIES OF THE POSITION
The Senior Technical Advisor for Prevention serves as the chief HIV/AIOS prevention technical advisor on the HIV/AIOS/TB Team, and as the Prevention Technical Unit Lead. The Advisor will be a recognized HIV/AIOS prevention subject matter expert and will perform the full range of consultative, advisory, program planning, financial management, reporting, and monitoring and
evaluation duties. Further, the Advisor is responsible for providing direction, management, technical assistance and oversight to a $40 million portfolio of HIV/AIOS prevention activities. The Advisor also provides first-line supervisory responsibility over as many as six (6) professionals and one (1) administrative/clerical subordinate.
MAJOR DUTIES
Technical Leadership and hpertise, and Staff Supervision (50%)
The following are core activities for technical leadership and expertise, and staff supervision:
(1) provide technical leadership on HIV/AIOS prevention issues to the U5AIO Mission and the broader USG Prevention TWG;
(2) supervise and mentor a multi-disciplinary team of prevention professionals to support professional development, including technical expertise and leadership skills;
(3) play a leadership role in the interagency Prevention TWG, developing multi-sectoral programming and providing technical guidance and direction;
(4) provide technical and program assistance (including drafting briefing papers, cables and memos for information and action) for HIV/AIOS prevention activities;
(5) coordinate dissemination of lessons learned among all HIV/AIOS stakeholders, including the USG, other development partners and the GON at national and sub-national levels;
(6) develop documents related to the assigned area of responsibility;
(7) develop and/or maintain linkages among USAIO's prevention activities with other USG-funded activities, with a focus on strengthening multi-sectoral programming;
(8) provide technical assistance to strengthen the capacity of indigenous organizations (CSOs/CBOs) to respond to the human resource shortage in Nigeria and ensure the sustainability of USG and other donor efforts;
(9) strengthen collaboration with other donors, particularly the Global Eund to Fight AIDS, TB and Malaria (GFATM), to reduce funding overlaps, strengthen technical collaboration, provide technical assistance and enhance the long-term sustainability of prevention program activities;
(10) provide technical assistance to ensure program investments are consistent with international norms and standards and are synergistic with other investments made by the USG and partnering agencies;
(11) provide technical support on the development and implementation of HIV/AIOS prevention guidelines, interventions and programs;
(12) monitor current public health literature, reports, international guidelines and standards and best practices in HIV/AIOS prevention; and
(13) provide recommendations in developing innovative approaches to designing, implementing and evaluating HIV/AIOS prevention programs in Nigeria.
Program Management (40%)
THE FOLLOWING ARE CORE ACTIVITIES FOR PROGRAM MANAGEMENT:
(1) provide leadership in the day-to-day management of HIV/AIOS prevention activities. Provide technical input on annual work plans for HIV/AIOS implementing partners. Conduct regular site visits to review program implementation and meet with beneficiaries. Based on the information collected during field visits, communicate findings and recommendations to the U5G PEPFAR team and, as appropriate, implementing partners and GON counterparts;
(2) ensure that implementing partners are in compliance with relevant regulations and procedures. Specific and in-depth knowledge of applicable USG laws and legislative directives as well as regulations, particularly regarding the allowable use of HIV/AIOS funds in the spectrum of prevention programming. Based on personal observations, assessment reports, performance statistics and other available data, make programmatic recommendations to the PEPFAR Team;
(3) meet regularly with USG partners and key stake holders to discuss issues related to program vision, strategy, design, and development/implementation on health systems strengthening activities;
(4) develop and monitor the implementation of systems strengthening and capacity development activities initiated in Nigeria. This includes critical planning to ensure that the program remains appropriate to the country context and reflects the needs of all U5G funded health programs; and
(5) provide strategic technical advice for, and prepare portions of, key U5G planning and budget documents, such as the PEPFAR Country Operational Plan, semi-annual and annual progress reports, Congressional Notifications and the Operational Plan.
Representation/Coordination (10%)
THE FOLLOWING ARE CORE ACTIVITIES FOR REPRESENTATION/COORDINATION:
(1) as the lead USAID representative on HIV/AIDS prevention, strengthen coordination within the PEPFAR interagency team, and with the GON, other donors, development partners, UN agendes and NGO, involved in HIV/A1DS prevention;
(2) coordinate and collaborate with the GON, other donors, UN agencies and other key stakeholders on planning. implementation and policy issues related to HIV prevention among MARPs;
(3) work closely with the GON, bilateral and multilateral agencies and other key stakeholders to strengthen collaboration of HIV/AIDS prevention activities at the national and sub-national levels to ensure greater country ownersh.p and technical capacity;
(4) represent USAID, and the USG as appropriate, on relevant GON and donor worlong groups and n technical discussions on issues related to HIV/AIDS prevention programming;
(5) lead collaboratIOn and coordmationefforts with the GON, donors, and other relevant partners on HIV/AIDS prevention to ensure technical and prograrnrnanc synergy. Performs other duties as assigned or required.
MINIMUM REQUIRMENTS:

1.Education: Advanced degree in public health (MPh or similar), AND a medical degree (MBBS, MD or equivalent) is required.
2.Prior Work Experience: minimum of ten years of progressive and responsible experience in HIV/AIDS prevention strategy development and program development and implementation is required. Experience in HIV prevention programming for the prevention of mother-to-child transmission (PMTCT) as well as most-at-risk populations (MARPs) is required.
3.language Proficiency: level IV English (high proficiency in verbal and written expression) is required.
4.Job Knowledge: In-depth professional-level knowledge of development principles, concepts, and practices, especially as they relate to the assignment and to public health and prevention programs in Nigeria and the region. The Advisor must have a knowledge and understanding of the economic, political, social, and cultural characteristics of Nigeria; and, the economic development problems, resources, and resource constraints, and development prospects and priorities of Nigeria and the region.
5.Skills and Abilities: The Advisor will be required to function collaboratively within a Team-focused working environment and foster greater efforts of collaboration amongst his/her direct reports. The ability to plan, organize, manage, and evaluate Prevention activities is required.
