VACANCIES IN THE RIVERS STATE SMALL TOWNS WATER SUPPLY & SANITATION AGENCY
The Rivers State Government has
embarked on significant reforms of the water sector. In this regard, the Rivers
State Ministry of Water Resources and Rural Development is set to deliver
adequate and potable water to the citizens of the State. The reforms include
the establishment and strengthening of various institutions responsible for
water supply and service delivery. The institutions include the Rivers State
Small Towns Water Supply & Sanitation Agency.
SAMUELSON has
been engaged by the State Government to identify qualified and experienced
individuals to fill various pioneer positions in the Agency.
GENERAL QUALIFICATIONS, SKILLS & EXPERIENCE

A
University Degree in one or more of the following or related fields of study:
Hydrology, Water Engineering, Electrical Engineering, Geology, Biochemistry,
Environmental Sciences [or Management, Accountancy or Business Administration,
with a minimum of second class division. However, possession of a postgraduate
degree and/or professional qualifications will be a distinct advantage

IT/IS
proficiency and Project Management Skills.

A

GENERAL MANAGER
|
Professional
qualifications in Water, Civil or Sanitation Engineering or Public Health or
other professions relevant to the functions of the Agency with 15 years’
experience [subject to a 5-year renewable performance-based contract]

SECRETARY/HEAD OF DEPARTMENT, LEGAL SERVICES
|
A Bachelor’s degree
in Law or an LLM with at least 13 years post-bar working experience.
Candidates that are also Chartered Secretaries will have an advantage.
|
DIVISIONAL HEAD, FINANCE & ACCOUNTS
|
A first degree
preferably in Finance, Accounting, Business Administration, Mathematics,
Actuarial Science or related discipline and a professional qualification such
as ACA, ACCA, CPA or equivalent is required. Minimum of 13 years cognate
experience with at least 4 years overseeing an accounts department in a
reputable
|
DIVISIONAL HEAD, TECHNICAL OPERATIONS
|
A good B.Sc. or HND
in Mechanical/Electrical Engineering with at least 13 years’ experience
preferably in the Water Sector.
|
DIVISIONAL HEAD, CONSUMER SERVICES &
COMMERCIAL OPERATIONS
|
A University Degree
in Economics, Mass Communications, Social/Pure Sciences etc.
The ideal candidate
will have 12-14 years hands-on experience and exceptional relationship
management skills.
|
AREA CONTROLLERS
|
A good degree in
Water Resources Engineering Technology, Hydrology or related degree.
Candidates with Diplomas or Certificates from the National Water Resources
Institute and 6-8 years’ experience in groundwater investigation will be
considered.
|
INTERNAL AUDITOR
|
Minimum of a First
Degree or equivalent with at least second class lower with major course work
in Accounting, Finance, Economics, Business Administration or Business
Management.
|
M&E/QUALITY OFFICER
|
A good first degree
and a post-graduate qualification is desired.
Emphasis will be
placed on at least 8 years minimum cognate experience in the water sector,
including Laboratory Services. Certification and or international Training in
Water Engineering or related discipline will be a definite advantage.
|
PIPELINE TECHNICIANS
|
Candidates should
have at least 6-8 years’ experience in the Construction, Installation,
Maintenance of Water Transmission Pipes.
|
WATER/PUMP TECHNICIANS
|
Candidates should
have a minimum of 6-8 years’ experience in water pump installation,
operations & maintenance.
|
POWER GENERATION TECHNICIANS
|
Candidates should
have at least 6-8 years hands on experience in Generator Installation,
Operations & Maintenance.
|
ELECTRICAL EQUIPMENT TECHNICIANS
|
Candidates should
have over 6-8 years’ cognate experience in the installation & Maintenance
of Pump Panels or Electrical Installations/Equipment, especially in a water
works or water treatment plant.
|
ACCOUNTANT
|
A first degree in
Accounting or related course with 6-8 years cognate work experience in the
use of accounting packages is desired.
|
PROCUREMENT OFFICER
|
A University degree
in Economics, Business Administration, Accounting, Law or a related
discipline.
Candidates with HND
in Purchasing & Supply Management will be considered.
2-4 years hands-on
experience. All candidates must demonstrate clear understanding of the Rivers
State Bureau on Public Procurement Law and guidelines.
|
MEDIA & COMMUNICATIONS OFFICER
|
A graduate of Mass
Communication, Journalism or the Humanities with at least 2-4 years’
experience in both Print and Electronic Broadcasting.
Candidates must have
an existing working relationship with the local media in

CAHIER
|
A first degree
preferably in Finance, Banking, Accounting, Mathematics, Actuarial Science or
related discipline
Minimum of 2-4 years
cognate experience in similar position working for a reputable organisation
is required.

HR OFFICER
|
A good first degree at least 3 – 5 years hands
on experience in the HR Department of a reputable organisation.
|
ADMIN & FACILITY OFFICER
|
A first degree with
membership of relevant professional bodies.
Candidates must have
a minimum of 3 – 5 years cognate experience in managing a large facility and
outsourcing.
Candidates with
integrated or overlapping experience in Administration, Logistics and
Facility Management are the ideal candidates.
|
IT OFFICER
|
Minimum of a first
degree or its equivalent in Electrical Electronics Engineering. Computer
Science & Engineering or related discipline. A minimum of 3 – 5 years
experience in DBMS, maintenance of IT infrastructure and manning an ICT help
desk will be an advantage.
|
LOGISTICS OFFICER
|
A first degree in
the Social Sciences and at least 2 – 4 years’ experience in the
Administration, Logistics or Transport Unit of a large organisation.
|
STORES OFFICER
|
Minimum of a first
Degree or its equivalent in the Social Science. 3 – 5 years’ experience in
Rural Hygiene and Sanitation Programmes and or Community Mobilisation will be
a clear advantage.
|
CONSUMER AFFAIRS OFFICER
|
Minimum of a first
Degree or its equivalent in the Social Sciences. 3 – 5 years’ experience in
Rural Hygiene and Sanitation Programmes and or Community Mobilisation will be
a clear advantage.

SECURITY OFFICER
|
First degree or HND with a minimum of 3 – 5
years’ experience in a similar position and or a Security Organisation will
be required. Familiarity with local security services is also required.
