Heartland Alliance, a US-based NGO, seeks applications from suitable Nigerian leaders who are passionate about finding new and innovative ways to reach populations highly vulnerable to HIV and AIDS Heartland Alliance’s office in Nigeria is looking for a strong Deputy Chief of Party (DCOP). This is a unique opportunity to implement cutting-edge initiatives in collaboration with key national and international partners.
The DCOP will be based in Abuja. The DCOP will support in leading and strengthen the capacity of Nigerian organizations to implement comprehensive HIV prevention, care and support program for MARPs
Essential Duties and Responsibilities:
Maintain programmatic management responsibility for IMHIPP. Ensure that Heartland Alliance abides by USAID program implementation procedures, rules and regulations.
Ensure that IMHIPP program goal, objectives and targets are not within the agreed upon time-frame.
Train staff to facilitate transfer of skills in all aspects of program implementation and M&E
Ensure that IMHIPP program activities and operations are consistent with the scope of the grant and in full compliance with USG rules and regulations and governing contracts.
Assist in the development of annual workplans, monitoring and evaluation plans and other required project documents.
Assist in producing all required program reports to the GoN, USAID, IMHIPP partners and Heartland Alliance HQ to keep all stakeholders informed on the progress of IMHIPP and share lessons learned.
Directly supervise IMHIPP program staff to ensure that all deliverable are met in a timely fashion.
Travel to project sites to provide technical assistance and troubleshoot with staff.
When necessary, work with the COP and the technical staff to revise the program workplan and objectives.
In consultation with the Country Director, represent IMHIPP and deliver presentations on behalf of Heartland Alliance in Nigeria.
Oversee all programmatic implementation – focusing on HIV prevention, care and support for MSM and capacity building for MSM/LGBT organizations/associations in Nigeria.
Interact daily with IMHIPP-Nigeria program staff across the states to answer questions, to ensure appropriate services are delivered, and to address unanticipated issues.
Supervise IMHIPP sub-award recipients, assure the production of timely, accurate financial reports, M&E reports, budget tracking and other needs.
Contribute to ongoing research initiatives, assuring that data is properly collected, shared and analyzed especially on the IMHIPP-Nigeria program.
Provide updates to the executive directors and Capacity Advisors/Program Advisors regarding service issues, planning new opportunities, and management issues and to communicate program successes on IMHIPP-Nigeria.
Maintaining appropriate relationships and attend relevant meetings with government entities, non-governmental organizations, and other civil society organizations in consultation with the Country Director.
Work with the Country Director to draft annul request for proposal responses to obtain funding and oversees the preparation of reports to funders.
Work with the Country Director to identify and develop new funding sources and manage preparation of the monthly report.
Participate in annual planning of strategic goals for IMHIPP.
Other duties, as assigned.

Supervisory Responsibilities: Manages and directly supervises staff, implementers and volunteers in IMHIPP program.
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty in a satisfactory manner. • Education and/or Experience: Master’s degree (M.A) or equivalent and at least three years of relevant senior leadership experience especially in a public health. Health related degree will be an advantage
• Other Qualification: Must have prior USAID or U.S. government experience. Prior project management experience, project design experience, including financial and personnel management experience. Research experience desired.
• Language Skills: An excellent writing skill in English is required. Ability to read, analyze and interpret complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to government, top management, public groups, and/or boards of directors.
• Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference, or learn how to use software if required. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
• Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions.
