CBN Recruiting in 14 Positions

The Central Bank of Nigeria (CBN) is Nigeria’s foremost financial system regulatory institution, with statutory responsibility for the overall control and administration of the monetary and financial sector policies of the Federal Government of Nigeria. One of the strategic objectives of the CBN, headquartered in Abuja, Nigeria, is to promote a sound financial system in Nigeria.

The Financial System Stability Directorate is seeking appropriately qualified Nigerians to join its team of professionals in the following roles:



1. HEAD MACRO PRUDENTIAL ANALYSIS
The Head of Macro Prudential Analysis will establish effective structures for macro prudential analysis for informed identification; evaluate and interpret risk factors from different sectors of the economy; analyze potential impact and provide input to regulatory action and policies that will ensure financial system stability. The Head will also oversee financial institutions stress testing and define macro-prudential analysis strategy and framework for Nigeria.

Qualification and Experience
Candidates are expected to have a strong understanding of global macro-prudential analysis strategy and deep knowledge of global financial systems. Proven ability to lead, motivate and develop a team; strong engagement skills and a track record of having successfully performed in a similar role.

At the minimum:
A first degree/HND in Economics, Finance or a related degree
A PhD in Economics or Finance or in a field with a strong quantitative focus which is directly applicable to these subjects
An additional qualification in Risk management required
12 years relevant experience in the financial Industry. At least 6 years must be in a senior management role in economic analysis
Membership of the following professionals bodies is an added advantage: Association of Chartered Certified Accountants (ACCA); Association of Certified Accountants (ACCA); Association of Certified Chartered Economists (ACE)
Possession of the following certifications is an added advantage. Certified Chartered Accountant (CCA); Certified Chartered Economist (CCE); Advanced Credit Administrative Program (ACAP), Credit Risk Certification (CRC), Financial Risk Management (FRM).                

2. MACRO PRUDENTIAL STRESS TESTING SPECIALIST
The specialist will be responsible for establishing methodology for macro prudential stress testing and direct macro-level risk assessment, surveillance and financial trends analysis to provide informed basis for regulatory action and policies. The ideal candidate will also identify and analyse scenarios in economic and political environment and potential impact on the financial system; define financial analysis information strategy for banks and ensure robustness, completeness and credibility of bank information in the eFass database.



Qualification and Experience
Candidates are expected to have working knowledge of monetary economics, quantitative methods, and financial surveillance systems. Proven ability to interpret financial reports is also a key requirement.

3. FRAUD AND FORENSIC SPECIALIST
The specialist will be responsible for establishing and maintaining appropriate structures and process for the identification, prevention and management of financial industry fraud risk. The ideal candidate will also be able to develop fraud policy guidelines for the financial industry; provide expert direction and insights for effective antifraud and financial crime programmes and controls and ensure that reports of investigations conducted by banks sent to the CBN are properly documented and reviewed as basis for preventive regulatory guidance and direction.

Qualification and Experience
Candidates are expected to have a deep knowledge of end to end operations of financial institutions, financial crimes modus operandi, analysis and interpretation of financial reports; and a deep knowledge of risk factors associated with various securities for the purpose of assessing potential for fraudulent activities.

At the minimum
A first degree/HND in Finance, Accounting, Auditing, Economics, Business Administration, Information Systems, Criminology and related disciplines
A post graduate degree in a business field is an added advantage
Minimum of 6 years relevant experience in Financial Investigation, Audit, Internal Control, or Risk Management          
Membership of the following professional bodies is an added advantage: Association of Certified Fraud Examiners (ACFE)
Possession of the following certifications is an added advantage: Certified Information Systems Security Professionals (CISSP); Certified Fraud Examiner (CFE); Certified Forensic Accountant (Cr.FA); Certified Forensic Financial Analysts (CFFA); Systems Security Certified Practitioner (SSCP); CRISC – Certified in Risk and Information Systems Control

4. CORPORATE GOVERNANCE SPECIALIST
The specialist will be responsible for establishing and confirming compliance with financial industry standards for corporate governance compliance. This should reflect best practice and minimize risk of corporate governance abuse and deterioration in performance and safety of financial institutions. The ideal candidate will also develop corporate governance benchmarks relating to licensing and approval processes; review corporate governance compliance of individual institutions against regulatory corporate governance code and determine necessary regulatory action and decisions; and develop policy and procedure recommendations for regulation on Corporate Governance improvement in Banks and other financial institutions.

Qualification and Experience
Candidates are expected to have deep knowledge of global and local corporate governance practices and also deep knowledge of licensing and approval legislation.
At the minimum:
First degree/HND in Law, Accounting, Banking, & Finance, Economics, Business Administration, or related discipline
A post graduate degree is an added advantage
Minimum of 6 years relevant experience in corporate governance. At least 3 years must have been spent in a management position for senior management role.
Membership of the following professional bodies is an added advantage: Chartered Institute of Arbitrators (CIArb)
Possession of the following certifications is an added advantage: Chartered Secretaries and Administrators (CSA).

5. ACCOUNTING/IFRS/BASEL II/III SPECIALIST
The specialist will be responsible for guiding the regulatory interpretation and response of the Central Bank of Nigeria to global financial industry decisions and regulation on accounting, risk management and financial reporting by financial institutions; review regulatory guidance (IFRS, Base II/III) and ensure that industry risk framework comply with benchmark regulations for various fixed income assets used in investment and monetary policy operations of banks, with a particular emphasis on structured credit products and covered bonds. The specialist will also provide advice on interpretation and the implementation of applicable accounting standards and global financial industry regulations and standards.

Qualification and Experience
Candidates are expected to have a deep knowledge of IFRS and Basel II/III accounting legislation and audit practice
                     
At the minimum:
First degree/HND in Accounting, Finance, Mathematics, Economics or related disciplines
A post graduate degree is an added advantage
Minimum of 6 years experience in an accounting role in a large institution. At least 3 years must have been spent in a management position for senior management role.
Membership of the following professional bodies is an added advantage Association of Chartered Certified Accountants (ACCA), Institute of Chartered Accountants of Nigeria (ICAN), Chartered Institute of Taxation of Nigerian (CITN), Association of National Accountants of Nigeria (ANAN)      
Possession of the following certifications is an added advantage: Certified Chartered Accountant (CCA), Certified Public Account (CPA), Certified Management Accountant (CMA)

6. IT TEAM (BANK EXAMINER) TECHNOLOGY
The ideal candidate will be responsible for monitoring, assessing and evaluating the security architecture of the industry Information Technology environment and ensure compliance to regulatory requirements. The candidates will also define regulatory guidelines for IT systems and environments including contingency planning for IT operations of financial institutions and define methodology for information technology examination of financial institutions including routine and complex assessments bank information technology systems and environments.

Qualification and Experience
Candidate will have a good knowledge and familiarity with leading practices in security standards/frameworks; deep knowledge of different laws and regulation, financial accounts/reports and bank’s audit functions.
         
The ideal candidate will be responsible for monitoring adherence to credit risk management policies and ensure institutions are adequately protected against credit risks; assess bank credit risk management policies and systems including risk assessment criteria, lending processes and eligibility criteria; review classification of exposures in line with the prudential guidelines and specific and general loan loss provisions; analyse banks credit data and financial statements to determine the degree of risk involved in extending credit or lending money; and develop and execute a comprehensive supervisory program covering credit risk management systems and practices of banks.

At the minimum:
First degree/HND in Computer Science, Information Technology, and related disciplines (Computer Engineering, Computer with Economics/Mathematics, Management Information Systems, and Electrical/Electronic Engineering)  
A post graduate degree is an added advantage
Minimum of 6 years relevant experience in Risk Management. At least 3 years must have been spent in management position for senior management role.
Membership of the following professional bodies is an added advantage: Computer Registration Council of Nigeria (CPN), Nigerian Computer Society (NCS)
Possession of the following certifications is an added advantage: ITIL Manager; CITP – Certified Information Technology Professional (AICPA); Control Objectives for Information and Related Technology (CoBIT; Sun Certified Enterprise Architect (SCEA); Federated Enterprise Architect Certification (FEAC); Microsoft Certified Architect (MCA); Enterprise Architect Certification (EAC)’ The Open Group Architecture Framework (TOGAF); Certified IT Architect.

7. IT TEAM (BANK EXAMINERS) SECURITY
The candidate will be responsible for monitoring, assessing and evaluating the industry Information security environment and ensure compliance to regulatory requirements. The ideal candidate will also define regulatory guidelines for security of IT systems and environments including physical access restrictions and control procedures, audit and activity trail of system process and transactions. The candidate will also review the effect of information technology activities on the overall soundness of banks and vulnerability of bank’s operations to failures in IT security.

Qualification and Experience
Candidate will have a good knowledge and familiarity with leading practices in with leading practices in security standards/frameworks; security issues relating to key platforms; in-depth knowledge of threat and vulnerability management; penetration testing, antivirus solutions and end point protection; understanding of operating systems.                

At the minimum:
First degree/HND in Computer Science, Information Technology, and related disciplines (Computer Engineering, Computer with Economics/Mathematics, Management Information Systems, and Electrical/Electronic Engineering)  
A post graduate degree is an added advantage
Minimum of 6 years relevant experience in Risk Management. At least 3 years must have been spent in management position for senior management role.
Membership of the following professional bodies is an added advantage: Computer Registration Council of Nigeria (CPN), Nigerian Computer Society (NCS).
Possession of the following certifications is an added advantage: ITIL Manager; CITP – Certified Information Technology Professional (AICPA).

8. CREDIT RISK ANALYST
The analyst will be responsible for monitoring adherence to credit risk management policies and ensure institutions are adequately protected against credit risks; assess bank credit risk management policies and systems including risk assessment criteria, lending processes and eligibility criteria; review classification of exposures in line with the prudential guidelines and specific and general loan loss provisions; analyse banks’ credit data and financial statements determine the degree of risk involved in extending credit or lending money; and develop and execute a comprehensive supervisory program covering credit risk management systems and practices of banks.

Qualification and Experience
Candidate will have a deep understanding of Banking Operations (Domestic & International Operations), Credit Analysis/Appraisal, Investment/Portfolio Management, Assets & Liabilities Management, Broad understanding of P & L across equities, bonds, derivatives, trading and settlements.

At the minimum:
First degree/HND in Economics, Mathematics, Quantitative Methods, Statistics, Finance or related disciplines  
A post graduate degree is an added advantage
Minimum of 6 years relevant experience in Risk Management. At least 3 years must have been spent in management position for senior management role.
Membership of the following professional bodies is an added advantage: Risk Management Association (RMA), Institute of Credit and Risk Management (ICRM)
Possession of the following certifications is an added advantage: Advanced Credit Administrative Program (ACAP), Credit Risk Certification (CRC), Financial Risk Management (FRM).            

9. MARKET RISK SPECIALIST
The specialist will be responsible for monitoring adherence to market risk management policies and ensure institutions are adequately protected against market risks; assess bank market risk management policies and systems including trading book and bank book assessment criteria, lending processes and eligibility criteria to confirm compliance with articulated market risk management policies and procedures. The candidate will be required to provide advice on interpretation and implementation of global financial industry market risk management guidelines and standards including local implementation of Basel II and III. The specialist will develop and execute a comprehensive supervisory program covering market risk management systems and practices of banks.

Qualification and Experience
Candidate will have a deep understanding of Banking Operations (Domestic & International Operations), knowledge of risk modeling, knowledge of evaluation of market risk management and Investment/Portfolio Management.
At the minimum:
First degree/HND in Economics, Mathematics, Quantitative Methods, Statistics, Finance or related disciplines  
A post graduate degree is an added advantage
Minimum of 6 years relevant experience in Risk Management. At least 3 years must have been spent in management position for senior management role.
Membership of the following professional bodies is an added advantage: Risk Management Association (RMA), Institute of Credit and Risk Management (ICRM)
Possession of the following certifications is an added advantage: Advanced Credit Administrative Program (ACAP), Credit Risk Certification (CRC), and Financial Risk Management (FRM).


10. OPERATIONAL RISK SPECIALIST
The specialist will be responsible for monitoring adherence to operational risk management policies and ensure institutions are adequately protected against operational risks; ensure a consistent approach to identification and grading of operational risks, provide advice on interpretation and implementation of global financial industry market risk management guidelines and standards including local implementation of Basel II and III; and establish industry data base on operational loss data and define data collection and sharing processes  to ensure completeness and robust industry database.

Qualification and Experience
The candidate will have a good background and understanding of operational risk framework and techniques, knowledge of appropriate IT systems for operational risk management, and be familiar with Internal Control Frameworks and documentation of risks and controls and performing validation.

At the minimum:
First degree/HND in Economics, Mathematics, Quantitative Methods, Statistics, Finance or related disciplines  
A post graduate degree is an added advantage
Minimum of 6 years relevant experience in Risk Management. At least 3 years must have been spent in management position for senior management role.

11. ACCOUNTING SPECIALIST ON IFRS
The candidate will ensure the CBN keeps abreast with the International Financial Reporting Standard and is able to adequately monitor implementation cross the banking industry, review accounting for technical and complex accounting transactions, including derivates, purchase accounting, equity, stock-based compensation, impairment analyses, and others to ensure compliance with IFRS requirement and development of accounting policies, provide advice on interpretation and implementation of IFRS including compliance by Financial institutions and ensure timely regulatory direction and advisory to the banking industry on all IFRS developments, changes in legislation.    

Qualification and Experience
The candidate will have a Deep knowledge of IFRS accounting legislation, strong financial reporting, and have Strong analytical and problem solving and writing skills.  

At the minimum:
First degree/HND in Accounting, Finance, Mathematics, Economics or related disciplines
A post graduate degree is an added advantage
Minimum of 6 years experience in an accounting role in a large institution. At least 3 years must have been spent in a management position for senior management role.

12. BASEL II/III SPECIALIST
The candidate will ensure the CBN keeps abreast with Basel II and III requirements and is able to adequately monitor implementation cross the banking industry; define local strategy for implementation of and compliance with Basel II and III; review regulatory guidance and ensure that industry risk frameworks comply with benchmark regulations; and provide advice on interpretation and implementation of Basel II and III including compliance by financial institutions.

Qualification and Experience
The candidate will have deep knowledge of Basel requirements, strong financial reporting skills, deep knowledge of accounting principles, deep knowledge of financial instrument analysis.
       
At the minimum:
First degree/HND in Accounting, Finance, Mathematics, Economics or related disciplines
Relevant experience in an audit practice is mandatory
Minimum of 6 years experience in an accounting role in a large institution. At least 3 years must have been spent in a management position for senior management role.
Membership of the following professional bodies is an added advantage Association of Chartered Certified Accountants (ACCA), Institute of Chartered Accountants of Nigeria (ICAN), Chartered Institute of Taxation of Nigerian (CITN), Association of National Accountants of Nigeria (ANAN)

13. INDUSTRY SECTOR SPECIALISTS (AGRICULTURE, OIL & GAS, TELECOMMUNICATION & TRANSPORT AND AVIATION)
The candidate will ensure informed regulatory direction and guidance to improve access to bank credit and quality of lending, financial services products and services to industry/sector; establish strategies for improving access to banking services across the industry/sector including financial inclusion of small scale operators; evaluate/monitor risk concentration to industry/sector and exposure to system risk due to industry credit to large borrowers; participate in banking community knowledge sharing on financial services requirements and strategies for industry/sector and liaise with the banking community and industry groups to promote development of banking products, services and offerings for the industry/sector.

Qualification and Experience
The candidate will have knowledge of industry/sector cash value chain, industry/sector trends and performance factors, industry/sector network/relationship and deep knowledge of risk analysis.

At the minimum:
First degree/HND in Agricultural Science or a related degree (social sciences, risk management)
A post graduate degree in an added advantage
Minimum of 6 years experience in an accounting role in a large institution. At least 3 years must have been spent in a management position for senior management role.
Possession of the following certifications is an added advantage: Development Finance Certified Professional (DCFP), Certified Financial Account (CFP), Certified in Corporate Finance (CCF)

14. FIXED INCOME/CAPITAL MARKETS SPECIALIST
The candidate will articulate regulatory guidance and directives on Fixed Income/Capital Markets Operations; support banking community development, introduction and/or improvement of fixed income and capital market products; determine, assess and classify product specific risks and considerations of fixed income and capital market exposure types; evaluate/monitor risk concentration by product and to industry/sector and implications for system risk to the banking community; liaise with the banking community to determine and establish risk mitigation structures to address risk of loss from fixed income and capital market products and provide regulatory guidelines and advisory on fixed income and capital marketr products.
   
Qualification and Experience
The candidate will have deep knowledge of the Fixed Income/Capital Markets; credit processes and policies and risk analysis.

At the minimum:
First degree/HND in Banking and Finance, Economics, Mathematics, Accounting or related disciplines
A postgraduate degree is an added advantage.
Minimum of 6 years experience in an accounting role in a large institution. At least 3 years must have been spent in a management position for senior management role.
Membership of the following professional bodies is an added advantage: Institute of Finance & Control in Nigerian (IFCNNIG)
Possession of the following certifications is an added advantage: Development Finance Certified Professional (DCFP); Certified Financial Planner (CFP), Certified in Corporate Finance (CCF).

Chartered Financial Analyst (CFA) holders and individuals who have already attained CFA Levels I & II are eligible to apply for applicable opportunities (The CBN will support successful candidates through re-imbursement of examination fees after completion of CFA Level III).
