MONITORING AND EVALUATION (M&E) DIRECTOR, ORPHANS AND VULNERABLE CHILDREN (OVC) – NIGERIA

Contingent upon award of the contract, expertise will be required as outlined below.
POSITION SUMMARY:
URC is currently soliciting applications for a Monitoring and Evaluation Director for an Orphans and Vulnerable Children (OVC) umbrella grants program in Nigeria. The proposed OVC program is designed to improve the well-being of vulnerable children and caregivers through a sustainable, comprehensive and coordinated response.
Objectives of the program include strengthening institutional, organizational and technical capacities of government and civil society with a focus on health, education, economic growth, and other social services.
ROLES AND RESPONSIBILITIES:
Responsible for all monitoring, evaluation and reporting activities under the award.
Work in collaboration with the FMWASD M & E OVC counterpart and develop and manage the Project‘s Performance Monitoring Plan (PMP)
Develop and maintain harmonized systems across government and partners to collect and analyze information on inputs, outputs, outcomes and impact of the program
Conduct supportive supervisory visits to States/LGAs and sub-grantees to observe, monitor, provide guidance and quality feedback on the use of OVC data and indicators
Build capacity of partners and government in the design, collection, analysis, dissemination and learning from data
Collaborate with partners and government to design appropriate and useful community-level data
Analyze monthly data and support training of M&E personnel in quality assurance
Performance of other duties as required
MINIMUM REQUIRED QUALIFICATIONS:
Public health monitoring and evaluation professional with minimum of seven years of M&E experience in the field of HIV/AIDS and OVC.
Master’s Degree or higher in Public Health or other related field.
Knowledge of OVC M&E in Nigeria.
Demonstrated ability to develop indicators, measurement tools and PMPs.
Proven ability to work with partners at all levels, including federal, state and local government officials and grantees.
Demonstrated experience in building monitoring and evaluation capacity in other organizations.
Ability to travel throughout Nigeria.
Ability to relocate to other regions, if necessary.
Fluency in English required, both written and oral - local languages a plus.
Familiarity with Nigeria and the immediate region required.
Nigerian candidates strongly encouraged.
