Well rounded Project manager(Head of Umblicals) for FEED Project jobs in nigeria

DESCRIPTION
JOB DUTIES AND RESPONSIBILITIES:

The Project Umbilicals system will be a standalone package supplied to the project under an EPC type contract from an international Vendor including in-country fabrication of some equipment with subsequent offshore installation by others. The umbilical package will also include onshore precomm. and support for offshore precomm. activities. During project phases (till FID) the “HEAD OF UMBILICALS PACKAGE” essential missions will be as follows:

During FEED stage of project, the “HEAD OF UMBILICALS PACKAGE” will be involved in the coordination of the technical aspects and FEED progress follow-up for the Project Umbilicals providing in particular the following:

Support for technical reporting and meetings organization and attendance ;
Liaising with the Package Manager for finalization of EPC contract technical exhibits ;
Ensuring design and interfaces consistency is maintained within the Umbilicals package ;
Maintaining up-to-date Umbilicals projects feedback on all EPCI-C aspects to complement design dossier;
Monitoring that HSE aspects such as HAZID / HAZOP / PTR project audit results are taken into account in the design dossier ;
Performing evaluation of Nigerian content for the umbilicals;


During bid stage of project, the “HEAD OF UMBILICALS PACKAGE” will be closely involved in the tendering phase (CFT) for the EPC of the EGINA Umbilicals for the following:

In charge to monitor and manage all renderers technical queries and qualifications including COMPANY answers;
Management of changes that may stem from bidders qualifications (with due consideration of potential impact on other packages) ;
Responsible for ensuring technical documentation is consolidated with of all agreed queries and qualifications from selected bidder;
Ensuring the inter-discipline coordination providing support and assistance to the Interface Manager;
Support for reporting, meetings organisation /attendance with tenderers and / or local authorities, follow-up of technical meeting actions ;
Ensuring coherence between Nigerian content requirements and eventual bidders offers ;

After FID, the HEAD OF UMBILICALS PACKAGE will continue to lead the EGINA Umbilicals package. He will maintain a central technical position for coordination of technical activities of the umbilicals package EPC. He will be responsible and accountable for Umbilicals Package delivery to the project technical requirements and eventual fitness for purpose. Also advising on necessary resources to support project execution. At a later stage during project the position will evolve and will likely relocate to Umbilicals equipment in-country fabrication / assembly site. HEAD OF UMBILICALS PACKAGE will act, as need be, as COMPANY site representative coordinating the Umbilicals equipment in-country construction activities, ensuring technical coordination and ensuring continuity is maintained throughout all EPC execution phases of EGINA umbilicals. This will also include eventually support for offshore precomm. of the umbilicals.

Throughout project phases he will be supported in above tasks by a technical team of dedicated Engineers and Specialists mobilised to the project or by COMPANY corporate services. As part of his day-to-day tasks he will ensure the liaison and coordination of the project technical team.


ACTIVITIES
1. Assist the UFR Package Manager in the clear definition of the contract exhibits and in particular the Scope of Work (exhibit A). Ensure the scope of work is cascaded into Project Particular Specification (PPS) of exhibit E with no contradiction between the umbilicals package contract exhibits.
2. During FEED and together with Engineering Managers, ensure design consistency and continuity throughout the Umbilicals facilities interfaces (with FPSO package, SPS package, offshore installation and precomm. / comm..)
3. Ensure that the FEED Contractors implement the required specifications and specific requirements to have a comprehensive Basic design studies for the EGINA Umbilicals. At a later stage, the activities will be expanded to the coordination of the EPC Contractors activities regarding the delivery of the Umbilicals package. The position will be responsible for delivery of the Umbilicals to the required specification.
4. Ensure that HSE requirements are systematically considered all along the design process and in particular that HAZID/HAZOP/PTR project audits results are all well integrated into the Umbilicals design dossier
5. Attend major interface meetings, internal and external with FEED Contractors, Packages Contractors, Vendors, TOTAL specialists, Partner’s experts, etc. Ensuring all interfaces aspects are well cascaded into the Umbilicals design dossier.
6. Assist the Package Managers at all project phases with reporting, meetings organisation and attendance with tenderers and/or local authorities, project schedule follow-up. Also ensuring of all project technical correspondences are duly answered.
7. Monitoring at all stages of the project development the Nigerian content plan / requirements are well followed. Will be accountable for duly reporting of Nigerian content for the Umbilicals package.
8. Monitor and follow-up of tenders technical queries and qualifications during CFT process including COMPANY answers. Ensuring all clarifications and agreed qualifications are included into relevant contract exhibits. Including management of changes. Ensuring no impact on other packages or assessment of impact and coordination of changes implementation (if agreed) with other packages.
9. Consolidate and advise Package Manager(s) of any schedule & commercial issues arising from changes. Shall be the coordinator of the Management of Change, providing the justification through all disciplines of the change. Ensure complete documentation of all changes, and communication of these in compliance with the Total process and the processes agreed with Partners and regulatory authorities.
10. Assist the Package Managers, during the Call for Tender phase (and later during onshore and offshore construction phase), by anticipating potential schedule issues. Propose solutions and participate in SIMOPS definition and resolution.

EDUCATION:
The candidate will be graduated with a MSc in engineering that relates to industry at large and preferably to Petroleum industry activities (such as Mechanical Engineering, Wells & Drilling Engineering, Controls, Ocean & Subsea Engineering, preferred) ; certified copy of diploma with grade shall be provided ; ideally the candidate will be also a chartered Engineer (such as CEng MICE) ; his education will have been complemented by professional trainings during his past professional experience. Pending professional experience, candidate a Bachelors Degree (BSc) in Engineering will be also given consideration for the position.
- The candidate will have 5 to 10 years experience in the industry (although preferably with practice of Oil & Gas industry for offshore and subsea works) as project engineer with responsibilities including small team management and construction / fabrication site experience ; he will also have knowledge of international design codes / standards.


OTHER:
Resident at Lagos - Nigeria in Project main office and/or at FEED Contractors Facilities during the pre-FID phase.
During the detailed engineering and construction phases, likely to be initially located in Lagos, and later on into the project execution to the Umbilicals ancillaries assembly site in Nigeria or with regular visits to Contractor Umbilicals assembly yards both in country and abroad out of country
